People & Skills Programme Manager
West of England Combined Authority (WECA) has an opening for a highly skilled Programme Manager to join the busy People and Skills Service. This service, which is part of the Business and Skills Directorate, takes a strategic view of the provision of employment, skills and training support on a regional basis to ensure that all our residents can acquire the knowledge and skills they need to access or progress in work. Our work covers the whole life journey: from ensuring that schools provide highly supportive careers advice to all young people about their future choices; supporting the unemployed to acccess training or retraining; working with excluded communities to bring them nearer the labour market; supporting low paid workers who want to progress; and supporting businesses to recruit the talent they need to thrive; our service is wide reaching. These services are needed now more than ever.
Your role will be to work closely with the Head of Service to support strategic planning and thinking, to help review services and ensure that these remain aligned to need, and to devise, and sometimes lead, activity to address gaps. Liaising across WECA, the region and with local and central government, you will need to have strong strategic planning and communication skills but also be a pragmatic manager willing to roll up your sleeves and deliver solutions. You will need to be able to make difficult, evidence based, recommendations in a very demanding and pressured environment, and work at pace. You will probably have public sector experience but above all, you will be a strong team player, committed to ensuring that our region’s people and businesses get the support they need for our whole region to recover, and thrive.
